Most buildings have great hardware and a messy access reality.

In most multi-unit buildings, nobody can tell you who has a fob. Spreadsheets get out of date. Installers leave. Tenants move. Sold lots don't always return their fobs.

For the Owners Corporation, this isn't a tidiness problem. It's a duty of care problem. Under Model Rule 4.1(7) and the Owners Corporations Act 2006 (Vic), and equivalent regimes in NSW, Queensland, and other jurisdictions, the OC has a statutory obligation to control access to common property.

If you can't prove who held a given credential when something went wrong, you may not be able to demonstrate that the obligation was discharged. That gap shows up in denied insurance claims, regulatory findings, and civil liability.

The fix isn't more hardware. The hardware is fine. What's missing is the operations layer on top.

Fobmo manages the full lifecycle of every fob, mobile credential, and registered key in your building. From identity verification through to deactivation. With an immutable audit trail at every step, and a permanent record of what your access control system actually did.

We're not a hardware vendor. We're not your access control system. We're the missing process and data layer on top of what you already have. Today we read Inner Range Inception. We only ever read it. Fobmo cannot change a setting, a permission or a credential on your controller, so onboarding Fobmo cannot break your access control. Your installer keeps the keys to the panel.

The product comes in two shapes. Govern is what your Owners Corporation subscribes to, and it is available now: the full credential lifecycle, the audit trail, the access-event record, and sign-in for your committee and your manager. Operate is for the installers and facilities firms who run a building's access before the OC engages Fobmo, and it is the one you can sign up for yourself. The two are one product, not two: everything Operate does, Govern does. Govern adds the two records only an Owners Corporation can give us.

One simple lifecycle for every credential.

From request to deactivation. Five stops, none skipped, every transition recorded as an event that is never edited or deleted.

  1. Verify the person.

    Government ID and a photo through a trusted verification provider. The verified identity is linked to their role, owner, tenant, agent, or contractor, and the specific lots they're authorised to access.

  2. Check authority and program.

    We confirm the right person has authorised this access, and we record what this lot is authorised for. That record maps onto the permission group your installer has already built on the panel, so the two agree in writing. The programming stays with your installer. We never reach into your controller to change it.

  3. Deliver and activate.

    A fob in the post is marked in transit and is not counted as held by anyone until the recipient confirms it arrived. Same logic as activating a new bank card. Mobile credentials need a successful device enrolment first. Nothing is live in our record while it is in a satchel.

  4. Stay current.

    When lots change ownership, when tenancies end, when fobs are lost, we run the workflow, record the new authority and produce the deactivation request. One deliberate limit: neither your Owners Corporation nor Fobmo can cancel a lot owner's fob. Under Australian strata law the owner has to ask. So we make asking a one-click job for the owner, and we record the day they did it.

  5. Keep the record.

    Every door read, every denied entry, every credential change, appended and never overwritten. Your controller keeps a rolling buffer and then writes over the oldest entries; we poll it overnight and keep what we collect, so the record outlives the buffer. It starts the night you onboard, because nothing older than the buffer exists to collect. A gap after that date is a red flag, not a rounding error.

How you start

Why those two, and only those two. Who owns a lot, and who the Owners Corporation has authorised to hold a credential, are the Owners Corporation's statements to make. An installer can tell us truthfully who they handed a fob to. They cannot tell us the Owners Corporation approved it, because that is not theirs to say. So we do not let anyone record it on the OC's behalf. When the Owners Corporation subscribes to Govern, those two records unlock and everything already captured stays exactly as it is.
